Could OS 3.1 save the broken apps?

I'm not a developer so I do not know how much truth there is in this, but a camera app using a custom UI has just been updated to work with OS 3.0 and approved by Apple for sale in the AppStore.

The developer of this unnamed app has emailed me to say that he/she believes that API changes in 3.1 will revive some, if not all of those broken apps.

Of course this is only a rumour at this stage, but as soon as we have confirmation of this, you will know about it.
