Camera Plus Pro has just been updated to version 3.1, and with it comes...

Is the update comes with full resolution?
I just took a test shot - and it does save the shot at 2592x1936 (full resolution on iPhone 4)

Camera Plus Pro does capture photos and applies the adjustments/effects on the full resolution itself. Do let us know if this what you were looking for.
